Chief Steward-- this person is like the head referee of the track. He is in charge of the track, and all cars on it. The chief steward has final say as to who is allowed on the track, and what disciplinary action may be exacted of a driver breaking the rules. Regarding your on-track eligibility and behavior, what the chief steward says, goes. You should also bring your complaints about other drivers to the attention of the chief steward if you believe it is warranted.
